He was wearing only a diaper and was in shallow water near the Manhattan shoreline.

Cops are investigating the 911 callers' claims, sources said.

Campbell said he "walked out mid-thigh level" in the East River and retrieved the baby and started CPR.

The body was spotted in the water of the East River under the Brooklyn Bridge by a family who had travelled from Oklahoma to NY for a holiday.

The Associated Press says Monte Campbell's wife, Diana, first noticed the child.

The Campbells, their two sons and a niece had just returned from a ferry trip to the Statue of Liberty and were sitting on a bench talking about where to get dinner when they saw the baby.

Diana Campbell posted a news story about the incident on her Facebook, adding, "Asking for prayers for this lovely baby boy. someone out there knows what might have happen to him".

The boy was pronounced dead at NY Downtown Hospital.

Miller says another tourist, who was a doctor, went into the river and began performing CPR on the child. "They kept asking if any parents were around but it was just the baby out there in the water, nobody around", said one witness at the scene.

Diana Campbell took video and photos of the scene, hoping the images would be helpful in identifying the infant. A medical examiner will determine cause of death, the AP reported.
