Xi and South African President Cyril Ramaphosa will both chair a roundtable discussion at the summit where Chinese and African leaders will discuss China-Africa relations as well as worldwide and regional issues of common concern, the Xinhua report said.

But critics say that, with many of its infrastructure projects, China is luring needy countries into "debt traps".

Chris Kiptoo, Principal Secretary for International Trade, said China already accounts for 25 per cent of Kenya's import bill under the current common external tariff structure of zero per cent, 10 per cent and 25 per cent for raw materials, intermediate goods and final goods respectively.

It will speed up the industrialization and modernization of the continent, and push China-Africa cooperation to a higher level, said the Chinese diplomat.

The interest in the forum is a result of China's growing influence on the African continent and proves the FOCAC has been pragmatic and efficient, it said.

At the summit's conclusion, South Africa will hand over the co-chairship of Focac to a new African country, having served six years (2012 to 2018) in this role.

Chinese state-owned companies have aggressively pursued large investments in Africa, whose vast resources have helped fuel China's transformation into an economic powerhouse. In this regard, we look forward to cementing an even stronger China-Africa partnership through win-win cooperation at the 2018 Focac Summit.

Xi offered the funding at the start of a two-day China-Africa summit that focused on his cherished Belt and Road initiative.

In addition, he said China will encourage companies to invest at least $10 billion in Africa over the next three years.

He said China would also boost security help and cooperation with the region.

China has established 54 Confucius Institutes and 27 Confucius classrooms in 41 African countries. A total of 50 security help programmes would be implemented, ranging from United Nations peacekeeping missions to fighting piracy, he said. "We do not want a situation where there is a new version of colonialism happening because poor countries are unable to compete with rich countries", he said during a visit to Beijing. Deeply indebted Pakistan is also reportedly reconsidering some projects in the multi-billion dollar China-Pakistan Economic Corridor that is a key link in the BRI. And, the China-Africa Fund for Production Capacity Cooperation will be provided with an initial contribution of $10bn.

China and Mauritius also wrapped up negotiations on a bilateral free-trade agreement on Sunday, according to the Chinese Ministry of Commerce.

Besides energy, Zimbabwe and China are cooperating in various other sectors.

"As the RMB (yuan) becomes weaker, and China is perceived internationally as a more ambiguous partner, it's more likely that the countries will take a more jaundiced eye on these projects".

"The seven or so special economic zones set up by Chinese actors in Africa have encountered a number of difficulties.so there is much scope for growth", Anthony said.
